You can replace the Cubase dither with Elephant, and make sure that the Elephant's dither algorithm is the last processing in the chain:

Copy VoxengoElephant2.dll from your VST plugins directory to the cubase/vstplugins directory.

Rename the file CubaseDither.dll to something else (for backup purposes).

Rename VoxengoElephant2.dll to CubaseDither.dll.

Now you can access Elephant next to the Master Fader as the dither plugin.

Note that this makes the Master Fader itself next to useless, leave it at Unity Gain and use Elephant's In and Out to knobs to set the levels.  Any clipping shown on the Master Fader meter is meaningless, because it is showing the signal level before it enters Elephant.

This also frees up a Master Effects slot.
