There are no dedicated standalone Voxengo plug-ins available. But you may check out
Xlutop Chainer and Plogue Bidule which work as standalone programs and are able to load VST plug-ins, including Voxengo plug-ins.

I will shortly acquire a new computer. Please advise me how I should go about re-registering the plugins on the new machine, and let me know if there is a fee involved in this.

There are no fees associated with re-registering: you simply need to install plug-ins a-new on this new machine, and then register/authorize plug-ins with your existing product keys.

I've got a question to change my Voxengo plug-in software from a Windows-based to a Mac-based version. Could you please describe how can I change the software?

Please visit the User Area - there you can order an upgrade of your existing license. Note that some products already come in multi-platform version - in that case you simply need to download and install product's version for your computer platform and use the key you already have for authorization/registration.

I'm not sure how to set your effects up. I use Windows Media Player and WinAmp to listen to music.

Voxengo plug-in effects conform to VST and AudioUnit plug-in specifications. So you have to use application with VST/AudioUnit plug-in support to be able to use these effects. Applications you have mentioned do not support VST/AudioUnit plug-ins directly, but can load VST/AudioUnit plug-ins via an adapter plug-in.

I want to use a Voxengo plugin on a secondary monitor. But I have no monitor to try first. So, can you please tell if it's possible to move the plugin to a monitor other than that of the DAW?

Yes, most DAWs usually allow plugins to be placed on other monitors. This is independent from the plugin: you can place any plugin on the secondary monitor.

The configuration and presets of all Voxengo plugins is stored in this folder which you can zip, and then unzip on your new computer, into the same "Preferences" folder: "/Users/<UserName>/Library/Preferences/Voxengo/".
