There are no dedicated standalone Voxengo plug-ins available.  But you may check out

Xlutop Chainer and energyXT which work as standalone programs and are able to load VST plug-ins, including Voxengo plug-ins.

Most probably, this happens because you are mismatching plug-in's bit version and audio host application's bit version.  For example, if you are using Cubase 32-bit you should download Win32 version of a Voxengo plug-in.  To put it short, when choosing which plug-in bit version to install you should match host's bit version, not Windows' bit version.

Also please make sure you are installing the plug-in into the correct folder which the audio host application scans for plug-ins.  Sometimes you may expect it to be a single specific folder while the audio application was really configured to search for plug-ins in another folder.

There are no fees associated with re-registering: you simply need to install plug-ins a-new on this new machine, and then register/authorize plug-ins with your existing product keys.

Please visit the User Area - there you can order an upgrade of your existing license.  Note that some products already come in multi-platform version - in that case you simply need to download and install product's version for your computer platform and use the key you already have for authorization/registration.

Voxengo plug-in effects conform to VST and AudioUnit plug-in specifications.  So you have to use application with VST/AudioUnit plug-in support to be able to use these effects.  Applications you have mentioned do not support VST/AudioUnit plug-ins directly, but can load VST/AudioUnit plug-ins via an adapter plug-in.
