FLASH !  From the school of the obvious...

Based on the current stated definition of 'Force Mono' in Voxformer:

The "Force Mono" switch enables processing of the left channel only (when stereo material is being processed).  This mode allows you to save 20-30% of CPU power in comparison to the full stereo operation.

...since 'Force Mono' is applied as the default any panning envelopes set up in Adobe Audition (or Sonar3 I'm guessing too) will simply act as a volume control as you pan more into the right side.  Disabling 'Force Mono' is the simple and obvious remedy...hehe, once you understand the simple and obvious cause !
