I am wondering if it is possible to filter/resample a 96 KHz - 24 bit WAVE stream down to 48 KHz - 24 bit? Ideally I would like to be able to use stdin and stdout somehow. Can this be done with r8b_console, or something similar?

What you are trying to get is a bit technical approach - we do not release such tools. But you may try to create something similar using the free r8brain version - it comes with DLL which you could try to wrap into command line tool on your own.
