Take a look at this Audio Unit plugin called "rider":

All it does is slowly increase or reduce the gain of a signal to keep the average RMS within a set range. Presumably, it does not in any way modifiy the transients or other characteristics of the audio.
Can Polyquasher be set up to behave this way?
