It seems that sometimes when navigating to a new IR folder for one slot, the other slots still point to the old folder; other occasions, all the slots point to the new folder.
I am not sure why that would be, but I am wondering if it is possible to include an option that would 'force path change for all slots' whenever a slot is navigated to a different IR folder?

Well, it's not that Impulse Modeler remembers all folders.  However, the folder you see depends on the loaded impulse.  If you have impulses loaded in 2 slots that reside in different folders, each slot will display a folder where the according impulse resides.
